Title 1 is the largest federal education program providing support to our nation’s schools. The purpose of Title 1 is to provide additional opportunities and supplemental services in schools where students are potentially impacted by poverty and who are at risk for meeting Kentucky’s challenging performance standards.
Schoolwide Program
Schools must have 40 percent poverty or greater to implement a Schoolwide program. However, due to an approved waiver from the Kentucky Department of Education, all of our Title 1 schools have been approved to operate as a Schoolwide Program - meaning funds are used to improve the overall academic program of the entire school, not just select students.
A Title I Schoolwide team must annually develop a Schoolwide plan that includes the following:
Comprehensive needs assessment- School-wide reform strategies
- Provision for instruction by highly qualified professional staff
- Strategies for increasing parental involvement
- Plans to facilitate the transition from preschool to elementary school
- Measures for including teacher input to improve student performance and the overall instructional program
- Provision of assistance to struggling students

2021-22 Kentucky State Assessment Program
Title I Schools
For the 2021-22 school year, the Title 1 Program will serve the needs of 4 public schools in Oldham County. These schools include: LaGrange Elementary, Crestwood Elementary, Centerfield Elementary and Oldham County Middle School.
Although Crestwood Elementary, Centerfield Elementary and Oldham County Middle have poverty rates above the threshold allowed for operating School Wide Programs, these schools received a waiver from the state designating them as School Wide Programs (SWP).
In addition to completing an annual Title 1 Plan, every school receiving Title 1 funds are required to have a school improvement plan in place and accessible by the public. Below are links to each of our Title 1 school’s improvement plans.

We believe parents and family members can do a great deal to ensure their children are successful socially, emotionally and academically at school. Children spend far more time at home than they do in school. The ways parents connect home life with education at school lets children know learning is important. We depend on the support of our parents and families to become involved in several ways:
- support your child's learning at home,
- visit your child’s school,
- attend special parent involvement activities and workshops that occur throughout the school year,
- share ideas for program improvement and ask questions about the instructional program and student progress,
- attend the Annual Title 1 Meeting and school open house meetings to talk with Title 1 staff and classroom teachers,
- participate in the annual DISTRICT Title 1 Meeting (FALL) and District Parent Involvement Survey (SPRING),
- give feedback on your school’s Parent/School Compact and the school/district Parent Involvement Policy each year (FALL)
- participate in the school’s parent involvement survey/program effectiveness at the end of each school year (SPRING).

OCBE Title I Complaint Process
Dear Parents:
As a parent of a student attending a school that is receiving Federal Title I dollars, you have the right to know the professional qualifications of the teacher(s) and instructional paraprofessional(s) who instruct your child.
Federal law requires every Title I school district to comply and to provide you with the requested information in a timely manner.
We are happy to provide this information to you. At any time, you may ask:
- Whether the teacher met state qualifications and certification requirements for the grade level and subject he/she is teaching,
- Whether the teacher received an emergency or conditional certificate through which state qualifications were waived, and
- What undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s) or area(s) of concentration.
You may also ask whether your child receives help from a paraprofessional. If your child receives this assistance, we can provide you with information about the paraprofessional's qualifications.
Every Student Succeeds Act (ESSA) which was signed into law in December 2015 and reauthorizes the Elementary and Secondary Education Act of 1956 (ESEA) includes additionally right to know requests.
At any time, parents and family members can request:
- Information on policies regarding student participation in assessments and procedures for opting out, and
- Information on required assessments that include:
- subject matter tested,
- purpose of the test,
- source of the requirement (if applicable),
- amount of time it takes students to complete the test, and
- time and format of disseminating results.
We are extremely proud of the expertise and experience of our staff. OCS consistently has high percentages of teachers who meet the federal government’s Highly Qualified Teacher requirements and who hold National Board Teacher Certification. We respect parents’ rights to know about the qualification of their children’s teacher and welcome inquiries about teacher credentials.
